The Allentown Bureau of Recycling and Solid Waste is under the Department of Public Works. The Bureau has 18 employees and is responsible for the following:

City trash and recycling collection; overseeing and recycling hauler performance.
Business, non-profit, and school recycling.
Recycling education and enforcement for residents and businesses.
Litter prevention education and cleanup programs.
Graffiti cleanup on public and private property.
Administration and monitoring of the City's solid waste and recycling collection contract for over 36,000 households and 350 small businesses, as well as City facilities.
Managing the mandatory residential and commercial recycling programs which have achieved over 40% waste reduction of residential and commercial waste, including grant and reporting systems.
Public education on recycling, trash and litter prevention to maintain residential and commercial recycling participation rates above 90% (currently 96%) and contamination rates below 7%.
Operating the Allentown Recycling Drop Off Center in partnership with Lehigh County Juvenile Probation Department.
Operating two yard waste drop off sites and managing the processing and disposition of all yard waste materials.
Coordinating the Allentown Clean and Green programs to reduce litter and improve neighborhood pride, including the ADOPT-A-BLOCK and Don't Trash Allentown programs, neighborhood outreach, cleanups, distribution of brooms and education programs.
Operating the Graffiti Busters program which removes and/or paints over graffiti on private and public property at no charge to the property owner.
Cleaning City sidewalks of litter.
Emptying more than 700 litter baskets.
Testing water quality and monitoring the Dorneyville Road Landfill Superfund site.
